
You have probably seen it before. You check an IP address and a map appears with a city, coordinates, an internet provider, and sometimes a surprisingly detailed list of network information.
At first glance, it can look as though the internet has figured out exactly where the person is.
It hasn’t.
An IP address can provide useful clues about the network behind an internet connection, and in many cases it can be associated with a country, region, or approximate city. But an IP address is not a GPS signal, and the location shown by an IP lookup should not be treated as someone’s exact physical position.
That distinction matters, especially as IP-based location information is increasingly used for everything from website localization to security and fraud detection.
What exactly is an IP address?
An IP address is a numerical address used to identify a device or network interface when communicating over an IP network.
When you visit a website, your request has to travel from your network to the website’s servers and the response has to find its way back. The public IP address associated with your connection is one of the pieces of information involved in that process.
For an ordinary home internet connection, the public IP is generally assigned by the internet service provider. In other situations, it may belong to a mobile carrier, company, hosting provider, VPN service, proxy, or another network operator.
This is where things start to get interesting.
The IP address itself does not contain a street address or GPS coordinates. There is no simple formula that takes an IP such as 203.0.113.25 and mathematically converts it into a house somewhere on a map.
Instead, services that provide IP location information maintain databases that associate IP ranges with geographic information. Those databases are continually updated because IP ownership, routing, and network usage can change over time. Cloudflare, for example, notes that IP geolocation is an estimate and that IP ownership and allocation can change.
So how does IP location actually work?
Think of an IP geolocation database as a large collection of educated associations.
An address range may be assigned to an internet provider operating in a particular country. Additional network information may suggest a region or city. Other signals can help determine how an address is being used and whether it belongs to a residential ISP, mobile network, hosting company, VPN, or another type of network.
The result is a location estimate.
Some lookup services may return information such as:
- Country
- Region or state
- City
- Approximate latitude and longitude
- Time zone
- ISP or network operator
- Autonomous System Number (ASN)
- Organization associated with the network
- Network type
Not every IP will provide every field, and the reliability of each field can be different.
Country information is usually considerably more dependable than a city-level result. MaxMind, one of the major providers of IP geolocation data, explicitly describes IP geolocation as an approximation and says it is not precise enough to identify a particular household, person, or street address.
Why does an IP lookup sometimes show the wrong city?
This is probably the most confusing part of IP geolocation.
Suppose you live in one city but your IP lookup shows another city 100 kilometers away. It does not necessarily mean the lookup service has made a random mistake.
Internet networks are not organized around individual homes in the way a postal address system is.
An ISP may operate infrastructure that serves customers across a large area. The public IP address you receive may be associated with a gateway, network facility, or broader service area rather than the exact location of your home.
Mobile networks make this even more complicated. The same public IP can potentially be used by customers in different locations, while carrier-grade NAT can place many users behind shared public addresses.
There are also cases where smaller towns are associated with a nearby major metropolitan area because the available geolocation information does not justify a more precise result. MaxMind notes that smaller communities can sometimes be represented by a larger nearby metropolitan area.
So when an IP lookup says “Lahore,” for example, it is better to read that as:
“This IP is associated with the Lahore area according to this geolocation database.”
It should not automatically be read as:
“The person using this IP is physically in Lahore.”
Those are two different statements.
IP location is not the same thing as GPS
The difference becomes much clearer when IP geolocation is compared with GPS.
GPS can determine the position of a compatible device using satellite signals and location technology available on the device. With appropriate permissions and conditions, location information can be highly precise.
IP geolocation works differently.
It starts with a network identifier and tries to determine where that network connection is likely to be associated with. There is no satellite signal involved and no built-in geographic coordinate stored inside a normal IP address.
This is why the coordinates displayed by an IP lookup service can sometimes appear strangely precise. A map might show a pin with several decimal places, but that does not mean the underlying location is accurate to a few meters.
In some geolocation systems, latitude and longitude represent the center of an estimated area rather than the actual position of the user. MaxMind, for instance, provides an accuracy radius for certain data, indicating the geographic area in which an IP is believed likely to be located.
The map pin can therefore be much more precise-looking than the underlying data really is.
How accurate is IP geolocation?
There isn’t one universal accuracy percentage for IP location.
Accuracy depends on several factors, including the country, network type, IP address allocation, ISP practices, whether the connection is cellular or broadband, and whether a VPN or proxy is involved.
Country-level identification can be very strong in many circumstances. City-level identification is considerably harder.
MaxMind’s published accuracy data illustrates the difference. Its current documentation gives different results depending on the country and the radius used to measure accuracy, while its broader guidance emphasizes that there is no guarantee of 100% accuracy.
That is why responsible IP geolocation services should avoid presenting a city result as an absolute fact.
A better approach is to think in terms of confidence and geographic range.
If an IP can reliably be associated with a country but the city-level evidence is weak, country information may be the more useful result.
What happens with mobile internet?
Mobile networks are one of the biggest reasons IP location can be less precise than people expect.
When you use mobile data, the public IP address visible to websites may belong to the mobile carrier’s infrastructure rather than to your individual phone.
A carrier may serve large numbers of customers through shared network infrastructure. As a result, the geographic association of an IP address can cover a considerably larger area than a single neighborhood.
This is one reason an IP lookup performed on a phone can produce a location that is different from the location you would expect from a home broadband connection.
The IP is identifying part of the carrier’s network, not necessarily the physical handset.
What about VPNs and proxies?
VPNs make the distinction between IP location and physical location even more obvious.
When a VPN is active, a website normally sees the public IP address associated with the VPN connection. If the VPN server is located in another country, websites may interpret the connection as coming from that country.
Imagine someone sitting in Islamabad who connects to a VPN server in Germany.
The website may see a German IP address.
An IP lookup will therefore generally return information associated with the German network rather than the person’s actual location in Pakistan.
The same principle applies to many proxy services and other intermediary networks. MaxMind specifically warns that an IP may be successfully geolocated while the actual end user behind a VPN or proxy cannot be located from that IP alone.
This is also why security systems often need to identify whether an IP belongs to an anonymizing service before interpreting its geographic information.
What can an IP address tell you about a user?
An IP address can reveal more than just a possible location.
Depending on the lookup data available, you may be able to determine the network operator, ISP, country, approximate region, time zone, ASN, and whether the address appears to belong to a hosting provider or privacy service.
That information can be useful in many legitimate situations.
A website might use it to decide which version of a page to display. An online store might use it as one signal when selecting a regional currency or shipping configuration. A security system might compare the approximate location of a connection with other information associated with a login or transaction.
But there is an important limit.
An IP address alone generally does not tell a normal website visitor the name of the person using it or their exact home address.
The ISP may have additional subscriber information, but that is a separate matter from publicly looking up an IP address.
Why websites use IP geolocation
Most people encounter IP geolocation without actively searching for it.
You visit a website and it automatically selects your country. A search engine presents local results. An online store chooses a currency. A streaming service checks which regional catalog should be displayed.
These are common applications of geographic information derived from network connections.
Security is another major use.
Suppose an account that normally connects from one country suddenly attempts a sensitive transaction through an IP associated with another country. That difference does not prove fraud, because people travel and networks can behave unpredictably. But it can be one useful signal when combined with other information.
IP geolocation is therefore often more valuable as context than as a standalone decision-making tool. MaxMind describes its use in fraud analysis in this way, where IP location can be compared with customer, billing, shipping, and other transaction information.
Can IP location reveal someone’s exact address?
This is where many online discussions exaggerate what IP tracking can do.
In normal circumstances, an IP lookup should not be expected to reveal a person’s exact home address.
Even when a geolocation database provides latitude and longitude, those coordinates should not automatically be interpreted as the location of a house.
The actual geographic area represented by an IP can vary from a few kilometers to hundreds of kilometers depending on the network and available data. MaxMind explicitly states that its geolocation information should not be used to locate individuals or specific households.
There are specialized circumstances in which network operators or other organizations may possess more detailed information, but that is very different from what a public IP lookup can reveal.
What is the difference between public and private IP addresses?
Another common source of confusion is the difference between a public IP and a private IP.
Inside a typical home network, your computer, phone, printer, smart TV, and other devices may have private addresses such as:
192.168.1.10
or
10.0.0.25
These addresses are used within the local network.
Your router then communicates with the wider internet using a public IP address supplied by the ISP.
This means that an external website normally sees the public-facing connection rather than the private address assigned to your laptop or phone.
Private addresses are not generally useful for determining the geographic location of an internet connection because they are reused by networks around the world.
Why two IP lookup services can disagree
It is perfectly possible to enter the same IP address into two different lookup services and receive slightly different results.
That does not necessarily mean one service is fraudulent or malfunctioning.
Different providers maintain different databases. They may collect information from different sources, update their records at different times, and use different methods to estimate geographic location.
The underlying internet also changes continuously.
IP address ranges can be reassigned. Network infrastructure can move. ISPs can change routing arrangements. Mobile addresses can be shared among users in different locations.
Cloudflare notes that its own IP geolocation results may not match those of other providers and that its database is updated multiple times per week because the information is dynamic.
For that reason, if location accuracy really matters, comparing results and considering the type of network involved is often more sensible than assuming one map pin is unquestionably correct.
How to check the location associated with your IP

A typical lookup can give you a quick view of the country, region, approximate city, network provider, time zone, and other information associated with the address.
This can be particularly useful when troubleshooting a VPN or proxy. For example, if you connect to a VPN server in another country, checking your public IP afterward can help confirm which IP address websites are actually seeing.
It is also a simple way to understand how much geographic information is associated with an ordinary internet connection.
The result should still be treated as an estimate, especially at the city or neighborhood level.
What if the location shown is incorrect?
An incorrect location does not necessarily mean something is wrong with your internet connection.
First, check whether you are using a VPN, proxy, corporate network, mobile connection, or another service that could change the apparent source of your traffic.
If you are on a normal broadband connection and the location is significantly wrong, the underlying geolocation database may simply have outdated or incomplete information.
This happens because IP geolocation databases have to keep up with a constantly changing internet. Providers generally offer mechanisms for reporting incorrect location information, and updates can take time to propagate. Cloudflare, for example, provides a process for submitting corrections and notes that confirmed changes generally take a few business days.
Is IP location useful if it isn’t exact?
Absolutely.
The fact that IP geolocation has limitations does not make it useless. In fact, much of its value comes from the fact that it can provide geographic context without requiring a device to share GPS coordinates.
For a website, knowing that a visitor is probably connecting from a particular country can be enough to select the correct language or regional version.
For a security system, knowing that a connection comes from an unexpected network or country can add another piece of evidence when evaluating a login.
For an ordinary user, an IP lookup can help answer a much simpler question: What does my internet connection look like to the rest of the web?
That is often more useful than trying to determine an exact physical location from an IP address.
A better way to think about IP geolocation
The easiest mistake to make is to think of an IP address as a digital version of a street address.
It isn’t.
An IP address belongs to the networking system that allows devices and services to communicate. Geographic information is added later through databases and analysis.
Sometimes that association is remarkably good. Sometimes it points to a nearby city. Sometimes a mobile or VPN connection makes the result much less representative of the person actually using the connection.
So instead of asking:
“Where exactly is this person?”
a better question is:
“What geographic area is this IP address currently associated with?”
That wording reflects what the technology is actually capable of doing.
IP location can be a useful source of geographic context, but it works best when its limitations are understood. It is not GPS, it is not a street-address database, and it is not a guaranteed way to identify an internet user.
It is simply another way of turning a technical network identifier into useful information about the connection behind it.
